WHAT IS THE STRENGTHEN YOUR ROOF GRANT PROGRAM?


The SYR grant program, administered by the North Carolina Insurance Underwriting Association (NCIUA), is a pilot initiative helping eligible homeowners rebuild with IBHS FORTIFIED Roof™ standards—designed to keep your roof intact and your home dry during severe weather. Grants offer up to $10,000 to defray the cost of replacement and upgrades. Grants are given on a first come, first serve basis so we encourage you to apply as soon as application windows open.


FORTIFIED is a voluntary construction and re-roofing program designed to strengthen your roof against specific types of severe weather such as high winds, hail, and hurricanes. You can read more about the value and process of an IBHS FORTIFIED Roof™ in our other blog post here:



STRENGTHEN YOUR ROOF GRANT ELIGIBILITY


Homeowners along the Outer Banks and Barrier Islands whose property is insured by the North Carolina Insurance Underwriting Association (NCIUA) may be eligible for the Strengthen Your Roof program. Eligible policyholders can apply for a grant of up to $10,000 to be applied to the costs of a FORTIFIED Roof.

If you’ve been awarded the SYR grant and chosen Highlands Roofing for your project, here’s what you can expect as we guide you step by step through the process. Our goal is to make your roof replacement smooth, transparent, and hassle-free from start to finish.


STEP 1 | CONTRACT SIGNED


Once you accept our bid in the SYR portal, you’ll be automatically assigned a third-party FORTIFIED™ evaluator who will oversee compliance with the FORTIFIED roofing standards. Your project manager will also send you our onboarding documents, including our contract. Once the contract is signed, we’ll begin coordinating materials, scheduling, and next steps to keep your project moving forward smoothly.


STEP 2 | PAYMENT SCHEDULE


For SYR projects, payment is broken into two phases:

  • Down Payment – Collected at contract signing (or with the signed Project Summary).

  • Final Payment – Due upon project completion & release of grant funds from the SYR program. 


STEP 3 | PROJECT SUMMARY & DOWN PAYMENT


We’ll review and sign a Project Summary with you to confirm scope, product/color selections, and install details. Your down payment will be collected at this time to secure your spot on the schedule.


STEP 4 | SCHEDULING YOUR ROOF


Once your summary and deposit are complete, your roof will be scheduled. We’ll provide a target date range and notify you as we narrow in based on weather and crew availability.


STEP 5 | MATERIAL DELIVERY & INSTALL DAY


All roofing materials will be delivered to your property usually one day before installation. Please keep your driveway and nearby access areas clear to allow for safe and timely delivery. Our crew will arrive early to begin your roof replacement. Most roofs are completed within 1 day, though larger or more complex projects may take 2+ days. We aim for a clean, efficient, and professional install.


Pre-Installation Prep Checklist

✔️ Clear your driveway for material delivery and crew access.

✔️ Remove fragile items from walls and shelves – roofing can cause vibrations.

✔️ Cover belongings in attics or garages if they’re directly below the roof deck.

✔️ Move patio furniture away from the house and cover if possible to protect from dust or debris.

✔️ Relocate potted plants and any fragile items near the home’s perimeter.

✔️ Keep pets and children inside or away from the work area for safety.


STEP 6 | FINAL WALK THROUGH AND PAYMENT


Once your new roof is complete, we’ll do a thorough nail sweep and a final walkthrough with you the following day to ensure everything meets our standards – and yours.    Our crew conducts a full cleanup, including nail-sweeping your yard and driveway, leaving your property as tidy as we found it.  Until this time, we do caution you to not walk the property barefoot until your project manager has completed a nail sweep.


We also submit all documentation and photographs to the third-party FORTIFIED™ evaluator for review and IBHS approval. Once your roof has been approved by the third-party evaluator and verified by IBHS for compliance, NCJUA will issue an official FORTIFIED™ Roof Certificate, confirming your property meets the program’s standards. At that point, we will upload the final invoice to the SYR portal. To initiate the release of grant funds, you’ll also be required to upload a completed W-9 form into the portal. Please note that NCJUA grant disbursements may take up to two weeks, and we’re happy to accept final payment once those funds have been received.
